Proudly Serving San Diego County 24/7, Every Day.

A San Diego police officer who died unexpectedly in January was remembered in a memorial service for his dedication as a public servant and his unique talent as a forensic artist.

Gary Bowen, a former U.S. Navy corpsman who served with the Marine Corps, was just 49 years old when he died on Jan. 12. The San Diego Police Department said the officer suffered from “medical complications” but did not share further details.

The San Diego County Law Enforcement Memorial Foundation is made up of law enforcement professionals, concerned citizens and family survivors of law enforcement officers killed in the line of duty. The Foundation was formed in 1999 as a not-for-profit volunteer based organization and formally incorporated under I. R. C. Section 501 (c) (3), to conduct the Annual Law Enforcement Officers’ Memorial Ceremony and to design, site and erect a permanent memorial to all of San Diego County’s law enforcement professionals who have died in the line of duty.

FOUNDATION CHARTER MEMBERS SAN DIEGO CRIME COMMISSION

The Crime Commission is a citizen-based organization that seeks solutions to problems within the criminal justice system, develops educational programs and fosters volunteer efforts by citizens. Made up of business members throughout the county, the Commission strives to foster better understanding and assistance to both the general public and the law enforcement community. The Commission inaugurated the Peace Officer Memorial Ceremony in 1984.

PEACE OFFICERS RESEARCH ASSOCIATION OF CALIFORNIA (PORAC), SAN DIEGO & IMPERIAL COUNTIES CHAPTER

PORAC has been involved in the Memorial Ceremony for many years and took a leadership role in the establishment of the Foundation. An organization striving to assist the front line law enforcement officer through legislative, legal and other supportive roles, the San Diego & Imperial Counties Chapter of PORAC includes every law enforcement association in both San Diego and Imperial Counties. The local chapter is an arm of the statewide organization, which represents over 55,000 law enforcement officers.

SAN DIEGO COUNTY POLICE CHIEFS’ AND SHERIFF’S ASSOCIATION

The county’s Chiefs of Police and Sheriff have formally come together in an organization to share information of all types relating to the operation and function of a law enforcement department in San Diego County. Meeting monthly to share information, the group joined in the presentation of the Memorial Ceremony and supported the formation of an independent Foundation to carry on the tasks of recognizing San Diego County’s law enforcement.
